October 10th, 2008

1. MEETING CALLED TO ORDER by President Graham at 7:00 p.m.

2. SELF INTRODUCTIONS by each person present.

3. SEPTEMBER 8TH AGENDA REVIEW-Approved unanimously.

4. MINUTES of July 14th 2008 meeting-Approved unanimously.

5. NEIGHBORHOOD REPORTS
: Carriage Hills North, Coronado, Marina Bay, May Valley, North & East, Parchester Village, Point Richmond, Richmond Annex, Richmond Heights, Santa Fe, Southwest Annex, Downtown Association.

6. NOMINATING COMMITTEE FOR 2009 OFFICERS APPOINTED: Norman Yates-Coronado, Jack Etherington-Greenbriar, Wilhelmina Abraham-Laurel Park, Eleanor Loynd-May Valley, Paul Mijo-Southwest Annex.

7. CITY OF RICHMOND:

PLANNING DEPT: Lamont Thompson, Joe Light, speakers;
• Chevron Renewal Project passed by City Council, lawsuit filed on project by opposition groups.
• Design Review Board/Planning Commission Merger Community meeting 9/25, 7:00 p.m.
• Target & Wal Mart liquor license issuance now before Planning Dept.
• Green Business Ordinance discussed.

MAYOR’S OFFICE: Marilyn Langlois, speaker;
• Meet with the Mayor sessions resumed in September.
• Mayor attended Little League banquet, 1st annual Lao Multi Ethnic Festival.
• Frontline Richmond & Mask program updates
• Measure T to go before City Council on 9/16.

CITY MANAGER’S OFFICE: Bill Lindsay, speaker;
• Public Works (for Rich Davidson); Sewer lateral program update including City program for residents to get up to $3,000 for lateral replacement-must have 3 bids before application.
• Neighborhood maps to be ready in October.
• One Block at a Time Program in progress, Iron Triangle’s to be held 9/13.
• Port Report: Honda bringing in more cars.

POLICE DEPT. Chief Magnus, Michelle Milam speakers;
• Neighborhood Vehicle Noise-Info cards provided to report infractions.
• Gang Task Force getting good results; indictments are in the works.
• New motorcycles purchased
• Traffic checkpoints continue-handout provided explaining program.
• One Block at a Time project started.
• Bicycle patrols in place.

8. PRESENTATIONS: Jim Levine, Upstream, LLC:
Pt. Molate update: Project EIR to be out in October; Project to include job training, 4-5 contractors from the Bay Area involved; Info available at ptmolateresort.com or 501-596-9501.

9. EXECUTIVE BOARD
• Third Reading of By-Laws, Article III; Change approved unanimously Council members present.

10. OLD BUSINESS: DRB/Planning Commission merger meeting with Councilmember Viramontes-sign up sheet distributed. Merger going before 10/2 Planning Commission meeting.

11. NEW BUSINESS
• KCRT Candidates Night Forum on October 1 set, 6:00 p.m. President Graham, Sergeant –At-Arms Yoshida and Directors-At-Large Williams and Schmidt to represent RNCC panel.
• RNCC Website proposal presented to membership. Vote to approve proposal from Nick Despota, Lumina Media Productions to design the RNCC website for a fee of $800. Proposal approved with 1 nay, 0 abstentions.
• Eleanor Loynd (May Valley)

Additions to September 8th Minutes Post Meeting:
The following submitted by the Pt Richmond NC:
• The moratorium on new cell antenna sites has been extended another 6 months to March, 2009.
• The new telecommunications ordinance is still pending, waiting for the outcome of the 9th Circuit Court of Appeals en banc review of the Sprint vs. San Diego case. When that review is concluded, depending on the outcome, the new Ordinance will be submitted to the City Council as is or after revision (if needed).
• Regarding the lawsuit regarding the T-Mobile site at 260 Water Street, there is a court hearing Wednesday, Sept. 10, 2008.

July 27th, 2008

1. MEETING CALLED TO ORDER by President Graham at 7:00 p.m.

2. GROUND RULES Read by Director-At-Large George Schmidt

3. SELF INTRODUCTIONS by each person present.

4. JULY 13TH AGENDA REVIEW-Approved with 3 abstentions.

5. MINUTES of June 9, 2008 meeting-Approved with 3 abstentions.

6. NEIGHBORHOOD REPORTS: Carriage Hills North, Coronado, Cortez/Stege, Fairmede/Hilltop, Hilltop Village, Iron Triangle, Laurel Park, Marina Bay, May Valley, North & East, Panhandle Annex, Parchester Village, Park Plaza, Point Richmond, Pullman, Richmond Annex, Richmond Heights, Richmore Village/Metro Square, Santa Fe, Southwest Annex.

7.  GUEST PRESENTATION: “If Not Us…Who?”  Kate Sibley, Kerry Moriarty, Cindy Beitman, Presenters; Presented program that some residents have started regarding graffiti abatement, abandoned home lot clean ups, blight abatement by citizens committees.  Significant question regarding legality-as long as there are No Trespassing signs visible on properties.  Committee is working on a flyer to be made available to other neighborhoods in the City.

8. CITY OF RICHMOND:
PLANNING DEPT: Lamont Thompson, speaker;
•    Chevron Renewal Project going before City Council July 15th and 16th.
•    Building permit info now available on the City’s website.
•    Macdonald 80 Target to open July 27th.
•    Q & A regarding the Project List handout and its timelines.
•    Design Review Board/Planning Commission Merger in September.

PUBLIC SERVICES: Rich Davidson, speaker;
•    Notification of upcoming CALTRANS Hilltop and San Pablo Dam Road bridge replacements and the effects of traffic on exits to Richmond.  Questions referred to Laura Hameister of CALTRANS at 510-286-7250.  Presentation to City Council of project to be held at 7/29 City Council meeting.
•    Richmond Plunge work and project moving forward.

MAYOR’S OFFICE: Marilyn Langlois, speaker;
•    Juneteenth Celebration a success; Richmond Youth Showing Out Event a success.
•    Wireless Ordinance put on hold for now.
•    Family Fitness Day, July 19th.
•    Meet With The Mayor Sessions on break during August, to continue in September.

CITY MANAGER’S OFFICE: Rochelle Monk speaker;
•    Next graffiti team cleanup on August 9th.
•    Neighborhood newsletters need to be into City Manager’s office within 10 days of respective neighborhood monthly meetings.
•    First reading on revised Special Events Ordinance to be at the 7/22 City Council meeting.
•    Not Today event 8/31 at Nicholl Park.

POLICE DEPT. Michelle Milam, Trish Aljoe, speakers;
•    Code enforcement issues and remedies.  Code enforcement officers now working with building inspectors to help in code enforcement remediation.
•    National Night Out update and deadline for applications (due 7/18). Target co-sponsoring and to be starting point for the celebration.
•    Citizen’s academy starting with first meeting July 17th, openings still available.
•    Police Dept. Open House to be held in early fall, RNCC will be invited.
•    One Block At A Time project (code enforcement) in final stages. Door hangers to be available soon.
•    New Noise Ordinance now in the City Attorney’s Office for review.
WCCUSD: Dr. Bruce Harter, Superintendent, speaker:
•    Slide show presentation on the WCCUSD educational efforts.
•    Update on school renovation (King and Nystrom now in design process).

9.  EXECUTIVE BOARD
•    Second Reading of By-Laws, Article III handed out.  Final reading and vote to be at 9/8 General Meeting.

10. OLD BUSINESS: None.

11. NEW BUSINESS
•    KCRT Candidates Night Forum to be held in early October with the League of Women Voters-George Schmidt.  Questions needed by RNCC members.
•    Michael Beer (Richmond Annex) reported on upcoming Chevron project before the City Council.
•    Eleanor Loynd (May Valley) discussed National Night Out and the success in that neighborhood in the past.

Corrections to June 9th Minutes:

Under Item #7, Public Services , third line, the word before completed should be is.  That section now reads: selection of a contractor then needed before request is completed.
City Manger’s Office, fifth line, Paratransit is one word.
Under Item 8, Executive Board, first line should read …Williams and Holland discussed…..
Under #10.  New Business, RAP stands for Responsible Antenna Placement & Planning.
