RNCC Meeting Minutes, November 9, 2009

December 6th, 2009

1.  MEETING CALLED TO ORDER by President Loynd at 7:00 p.m.

 

2.  AGENDA REVIEW: Add Happy Birthday to Rochelle Monk.

 

3.  MSP approval of minutes of meeting of October 19th-Approved.

 

4.  REPORTS-CITY OF RICHMOND:

  • PLANNING DEPARTMENT: LAMONT THOMPSON – Introduced Lori Reese-Brown with an update on the General Plan.  Started with a budget of $1.4 million’ has gone to $2.7 million; 1,000 pages; late because cross-referencing takes time.  More info-call Lori at 510-620-6869.
  • PUBLIC WORKS: RICH DAVIDSON –Rich retiring as of Jan. 5, 2010; introduced Edric Kwan who is doing a traffic calming study.  Wants to go to NC’s.  Will present a Streetlight Master Plan at City Council on December 1.  Asks for NC’s to go to City Council in support.
  • MAYOR’S OFFICE – MARILYN LANGLOIS –Cuba trip postponed until Spring; copies of Mayor’s newsletter; Meet with the Mayor on Dec. 4th; MLK Day of Service on the Greenway to be held Jan. 18th.
  • CITY MANAGER’S OFFICE:  – Rochelle Monk; NC’s to update their contact information.
  • POLICE DEPT Lt. Mark Gagan – Presented an overview of the 10/24 at Richmond High School.  510-685-5850 for contact.
  • ENVIRONMENTAL MGR. LYNNE SCARPA: Presented information on disposing of cooking oil.  NC’s to share with their Council outlets.

 

5. PRESENTATIONS:

  • SB810 Single Payer Health Plan-Nel Benningshof, guest speaker.  Will go to NC’s with 14 minute DVD presentation.
  • EBMUD: Michelle Blackwell, guest speaker.  2040 plans; it takes 30 years to make changes.  She can be contacted at 510-287-2053, mblackwe@ebmud.com.

 

6. ANNOUNCEMENTS: PIO Williams-

  • Can donate to Richmond High School Victim: Jane Doe of Richmond through Mechanics Bank.
  • President Loynd and Henderson of Quail Hill met with County Supervisor Gioia regarding the Sikh Temple expansion plans.  Gioia is looking for a representative for the County Planning Commission.

 

7. NEW BUSINESS:

  • Election of Officers: Treasurer Roberson announced the following NC’s eligible to vote by being up to date with dues: Carriage Hills North, Castro Ridge, Coronado, Cortez-Stege, Fairmede Hilltop, Greenbriar, Hilltop Green, Hilltop Village, Iron Triangle, Laurel Park, May Valley, North & East, Panhandle Annex, Parchester Village, Park Plaza, Point Richmond, Pullman, Quail Hill, Richmond Annex, Richmond Heights, Richmore Village, Santa Fe and Southwest Annex.
  • Nominating Committee Chair read slate of officers for 2010; President-Bea Roberson, Vice President-Don Woodrow, Treasurer-Judie Lowman, Recording Secretary-Kaye McKleroy, Corresponding Secretary-Jerry Yoshida, Sgt.-at-Arms-George Schmidt, Public Information Officer-Naomi Williams, Directors-at-Large-Garland Ellis, Janie Holland and Pam Wimberly.  Slate was voted in by acclamation.

 

 8. OLD BUSINESS: None.

·         Names of Candidates from Nominating Committee-Don Woodrow, Committee Chair.

·         More Nominations-Ballots-Election-Elections Committee.

·         Daytime Curfews-Input from RNCC members-President Loynd.

·         RNCC Christmas Party-Monday, December 14th; Co-Chairs Bea Roberson, Janie Holland.

9.  Old Busniness: (If time allows)-Committee Reports; Draft General Plan Update-President Loynd.

10. Adjournment: Approximately 9:05 p.m.

Next RNCC General Meeting: Monday, December 14th-CHRISTMAS PARTY; All guests are requested to bring an unwrapped toy to pass on to the Firefighters Christmas Giveaway.

Next RNCC Executive Meeting: Monday, November 16th, 2009.

Note: In order to end the meeting at 9:00 p.m. we have asked that reports from the Mayor’s Office and Environmental Managers Office be passed out in writing.  City staff has 2 minutes for a short review of the information.
