Building Neighborhoods Block by Block

1.  The meeting was called to order at 7 PM by President Bea Roberson.

2.  MSP approval of the Minutes of the General Meeting of March 8, 2010. The Agenda & Minutes will now be emailed to all representatives unless specifically requested by snail mail.

3..  Representatives from  15 neighborhoods introduced themselves and gave a report.  We welcomed a new neighborhood council, Eastshore, to the RNCC.

4.  Announcements from RNCC PIO:  Naomi Williams reported on current events and correspondence in the RNCC binder, which was then passed around for members to view

5.  City Department Heads/City Official Reports:

• Planning:  Lamont Thompson distributed the list of active projects.  There is no specific date for when the General Plan and the EIR will be completed.  The target date to open the Richmond Plunge is June 18/19.
• Engineering Services:  Edric Kwan introduced Marty Martin , the Construction Inspector, who spoke about the scope of his job and various programs underway.  He also handed out information about encroachment permit application guidelines for issues such as sidewalks, sewer laterals, street repairs etc.  He also reported that utility companies cannot tear up streets unless it is an emergency.  Anyone with questions can call Marty to get information:  510-412-2097 or email him at: marty_martin@ci.richmond.ca.us.
• Mayor’s office:  Marilyn Langlois  announced upcoming events, public hearings and study sessions for April through June.  The focus right now is to improve the Census return results. The City Council has passed a first reading of an ordinance to insure that 25% of Richmond residents are employed in large contracts with the City.
• City Manager/Community Coordinator:   Bea reported for Rochelle Monk that she does not yet have the list for neighborhood clean-ups but it will be coming soon. Rochelle and City Manager, Bill Lindsay, will be speaking to the General Session on May 10 about the mailing costs for RNCC vis-à-vis the current budget cuts.  The City will continue to provide funding for RNCC representatives to attend the NUSA Conference (Neighborhoods USA) in May 2010.
• Police Department: Chief Chris Magnus reported that the “Daytime Curfew Ordinance” passed the first reading.  They will be working on it over the summer for implementation next Fall and public education and involvement will be included.  The “One Block at a Time” cleanup program is next scheduled for the Iron Triangle.  The Department promoted several officers and celebrated the new opening of the North Side Sub Station.  The RPD has been focusing on removing illegal signs, both commercial and political.  He encouraged the RNCC to contact political candidates to complain about signs placed without permits.  The RPD will ask the City Council to amend the graffiti ordinance to include stationary vehicles with signage parked in neighborhoods.
• Environmental Manager:  Lynne Scarpa discussed low cost alternatives and non-chemical alternatives for controlling mosquitoes without using pesticides. She introduced Jennifer Ly, a sustainability associate with the City Manager’s Office, who discussed the new ordinance going into effect on July 1, 2010 that prohibits any organization from using Styrofoam and plastic food ware in any form.  She also showed acceptable forms of containers that can be used.
• Public Works:  Yader Bermudez was not present.

6. Presentation:  There was no presentation.

7. Old Business:  There was no Old Business.

8.  New Business: 

• Vice President, Don Woodrow, passed out resource binders to each neighborhood council that has paid their dues.
• Eleanor Loynd suggested that we invite someone from the Park Study, which is almost completed, to give a presentation at a future meeting.
• Jim Jenkins, web master, asked that when there is a change of officers in a neighborhood council, that you let him know so he can update the website.
• George Schmidt  encouraged people to volunteer to attend the NUSA Convention May 26-28 in Little Rock, Arkansas.  The city will continue to fund our participation.

9.  Adjourn:  The meeting was adjourned at 8:35 PM.

The next General meeting is May 10, 2010 and the next Board Meeting is May 17, 2010.

Thank you to Carriage Hills North and May Valley neighborhood councils for providing food and refreshments.  Iron Triangle and North and East will provide refreshments for the May 10 meeting.

·         Correspondence and Announcements, Naomi Williams, PIO-If you have any announcements for any other entity other than your neighborhood please give any information you have to our PIO.  She will make the announcements and post them so that anyone who is interested in the event can take notes.  There will be a place where they are displayed rather than hand out copies of paper that we just throw away.
