Richmond Neighborhood Coordinating Council
Building Neighborhoods Block by Block

1.  The meeting was called to order at 7:00 pm by President Bea Roberson.

2.  MSP approval of the Minutes from January 10, 2011 after Eleanor Loynd’s name was spelled correctly.

3.  Representatives from the following 16 neighborhoods introduced themselves and some gave reports: Carriage Hills North, Cortez/Stege, Greenbriar, Hilltop
Villages, Iron Triangle, Marina Bay, May Valley, North & East, Panhandle Annex, Parchester Village, Park Plaza, Pt. Richmond, Pullman, Richmond Annex, Richmond
Hts, Santa Fe, and Country Club Vista.

4.  Announcements from RNCC PIO: Janie Holland announced PAL luncheon, Historic Preservation Award nominations and the San Francisco Giants World Series Trophy
making a stop in Richmond.

5. City Department Heads/City Official Reports:
 
  Public Works: Yader Bermudez discussed the new marquee for the auditorium, Nevin Community Center being painted, a fence being put up at Country Club
  Vista, working on potholes while the weather is not good, and irrigation on Carlson Blvd. They are making progress on revitalizing Wendell and Burg Parks.

  Engineering Services: Edric Kwan was not present but gave his time to the Traffic Study Presentation.
 
  City Manager/Community Coordinator: Bill Lindsay was present and talked about the mid-year budget report review (city is doing well), Pt. Molate study
  session and getting the neighborhoods support for the 2nd campus of Lawrence Berkeley Lab.
 
  Mayor’s office: Mayor McLaughlin was present and spoke about the budget, Pt. Molate, and her 4th annual International Women’s Day event on March 12th. We
  asked if we could get a different member of the city council to come each month.
 
  Police Department: Chief Magnus spoke about a 10% decrease in violent crime but property crime is still a problem. The noise ordinance is coming to city
  council in March. He also spoke about the Family Justice Center Program that he hopes will open this year.
  
  Code Enforcement Tim Higares gave us an overview of what code enforcement does. He will be bringing his officers and will have new literature soon.
  Environmental Manager: Lynne Scarpa discussed integrated pest management for larger pests (raccoons, possums).
 
  Planning:  General Plan is online at www.cityofrichmondgeneralplan.org and it will be discussed at the Planning meeting.

6. Presentations: First presentation was from Richmond Community Foundation and all the work they are doing in Richmond including the Take One, Leave One
program for reading. We also heard the results of the Traffic Safety Program.  The city found $175,000 they can spend on traffic safety and there will be 16
updates done within the city limits.
 
7. Old Business: Mail committee had just gotten all of their numbers and will have bigger report next month. Outreach committee is ready for their first event
and needs to let the city know, so they can be involved. Archives committee is contacting the city to put the information on a disk or USB stick.
 
8.  New Business: A motion was passed for the RNCC to send a letter in support of the West County Alcohol Policy working group to stop Target from selling hard
liquor. We had a short discussion about the curb painters and their opt-out policy. We would rather have an opt-in policy.

9.  Adjournment:   The meeting was adjourned at 9:47 PM.
