RNCC Meeting Minutes, September 12, 2011

October 14th, 2011

1.  The meeting was called to order at 7:03 pm by President Bea Roberson.

2.  MSP approval of the Minutes from the July 11, 2011 meeting.

3.  Representatives from the following 18 neighborhoods introduced themselves and some gave reports: Carriage Hills North, Country Club Vista, Fairmede/Hilltop, Greenbriar, Hilltop Villages, Marina Bay, May Valley, North & East, Panhandle Annex, Parchester Village, Pt. Richmond, Pullman, Richmond Annex, Richmond Heights, Richmore Village/Met.Square, Santa Fe, and Shields-Reid.

4.  Announcements from RNCC PIO: Janie Holland – RAC flier, Homefront Festival, FYI information from May Valley NC, San Pablo Movies in the Park, and the 30 comment time on the bicycle plan.

5.  City Department Heads/City Official Reports:
        City Manager/Community Coordinator: Adam Lenz discussed Energy Upgrade California and installation of solar panels and well as doing energy saving upgrades.
        Police Department: Chief Magnus – Some of the crime statistics given out at the Police Commission meeting were incorrect but still very encouraging. “One Block at a Time” won as code enforcement project of the year. There will be a community meeting on September 22, 2011 from 7-9 at the City Council Chambers regarding the release of parolees without State supervision. Deputy Chief Brown spoke about the daytime curfew ordinance and how it effects the local kids as well as kids who come to Richmond & do not know about the curfew.
        Code Enforcement: Tim Higares – The new ticketing system is now in effect and they are starting to collect money from parking tickets. The code enforcement community wants Tim to give a class on how they include all parts of code enforcement into one cohesive department.  He is still putting together their homeless encampment program so they do not get sued like Fresno.

6.  Presentations: RPD Captain Anthony Williams to report on Project Ceasefire & Lifelines for Healing – Captain Williams spoke about how the community is needed to make Operation Ceasefire work. 90% of the gun violence in Richmond is done by less than ½% of the people of Richmond. ONS, CCISCO and the city of Richmond is having a training meeting on September 15th at 7 pm at the Nevin Community Center.  Bring a friend, neighbor or someone that you think can help end the violence in Richmond.

7.  Old Business: Chevron Tour was held September 10, 2011 and they will do a second tour for RNCC as well if neighborhoods want to sign up for a tour, they will have another one this year.

8.  New Business: Nominating Committee – Chairwoman Naomi Williams, Kenneth Davis and Jan Mignone
     Planning Department Process – this was discussed and there was no definitive result. Those who are are DRB and Planning Commission believe it is okay the way it is, others believe that it should be changed.

9.  Adjournment: 9:30 pm
