RNCC Meeting Minutes, October 17, 2011

November 9th, 2011

1. The meeting was called to order at 7 pm by President Bea Roberson.

2. MSP approval of the Minutes from September 12, 2011.

3. Representatives from the following (15) neighborhoods introduced themselves and some gave reports: Carriage Hills North, Fairmede/Hilltop, Greenbriar, Hilltop Villages, Iron Triangle, May Valley, North & East, Panhandle Annex, Parchester Village, Pt. Richmond, Pullman, Richmond Annex, Richmond Heights, Santa Fe and Shields-Reid.

4. Announcements from RNCC PIO Janie Holland: PAL is having an adult (21 & older) Costume Ball on October 29, 2011 from 7-12 midnight. Tickets are $25.00.  The 4th Annual El Cerrito/Richmond Fire and Police Department Christmas Toy Program Breakfast is November 4th from 6:30 – 9 Am at the Courtyard by Marriott at 3150 Garrity Way.  This kicks off the toy donation program.

5. City Department Heads/City Official Reports:

Public Works: Yader Bermudez not present but Bea Roberson took notes on any questions and sent them to him.

Engineering Services: Edric Kwan not present by Lynne Scarpa took back to him any questions any one had.

City Manager/Community Coordinator: Rochelle Monk and Jennifer Ly were present and Jennifer spoke about the LBNL postcards to fill out and mail to them.  The Climate Action Plan meeting is and Plan for a Sustainable and Livable Richmond for All is Thursday November 3, 2011 from 8 am to 5:30 pm at the Richmond Auditorium.

Mayor’s office: Marilyn Langlois passed out the Anti-Tagging Ordinance that is going before the City Council on October 25, 2011.

Police Department: Chief Magnus was not present but in his place was Deputy Chief A Brown who spoke about the 7 week advanced officer training program that they just finished doing. Crime is down city wide by 4%, violent crimes are down 17% and property crimes are down just 1%.

Code Enforcement: Tim Higares was not present.

Environmental Manager: Lynne Scarpa spoke about pest control and hy we should try to not use pesticides and to only use them as the last resort.

Planning: Lamont Thompson was not present but Kieron Slaughter was there in his place and invited us all to a planning round table in November.  He also talked about the general plan, the bicycle and pedestrian plan and the environmental review documents for the bicycle and pedestrian plan.  He did say there was still a moratorium on mobile food vendors.

6. Presentations: Veolia was to present on their project now until the end of the year but they were not present.  Alex Thibadeau from Solar Richmond did speak about all of the great deals for solar in the City and all the rebates available.

New Business: Slate of Officers for RNCC for 2012 President – Bea Roberson, Vice-President – Don Woodrow, Recording Secretary – Jan Mignone, Corresponding Secretary – Jerry Yoshida, Treasurer – Naomi williams, PIO – Rock Brown, Sergeant at Arms – Garland Ellis, Directors at Large – Janie Holland,
George Schmidt, and Goretha Johnson.

9. Adjournment: The meeting was adjourned at 8:55 PM.
