BUILDING COMMUNITY ONE NEIGHBORHOOD AT A TIME

CONDITIONS FOR USE OF THE RICHMOND NEIGHBORHOOD
COORDINATING COUNCIL 501[c]3 TAX ID NUMBER

  1. Neighborhood Councils must follow the terms and conditions of use:
    A. Neighborhood must be a “Member in good standing” of RNCC as defined by the Bylaws. (Dues current; attendance at half or more of the last twelve (12) meetings.
    B. Neighborhood must deliver to the RNCC Board a written request to use the RNCC nonprofit ID tax account. The request must include:
  2. A brief description of the project for which money is being raised
  3. An estimate of the time frame for the project and
  4. An estimate of the amount of money expected to be raised.
  5. Upon approval by the RNCC Board, the Neighborhood Council may commence using the non-profit Tax ID number. The RNCC account may be used to accumulate funds for two (2) months prior to the event and total disbursement must be requested within thirty (30) of the event. If monies are left longer than stated above, a service charge of ten (10) percent will be levied.
  6. All donations to this project made to the Neighborhood Council must be in the form of checks made payable to “RNCC’ and submitted to the Treasurer.
  7. Receipts for contributions in excess of $250.00 will be issued by the RNCC Treasurer. For all other donations, only one receipt per month (listing the checks received) will be issued to the Neighborhood Council. If individual receipts are needed by the Neighborhoods, they shall make copies of RNCC receipt and distribute to donors.
  8. Responsibility for requesting disbursements for this project rests with the Neighborhood Council. Disbursement requests must be in writing, with documentation (invoices; receipts, etc.) attached. Keep in mind that RNCC checks require two signatures and time must be allowed to get those signatures.
  9. The RNCC Treasurer shall disburse funds and keep an accounting of all deposits and disbursements for this project.
  10. All funds deposited for this project shall be used for the approved stated purpose.
