RNCC Meeting Minutes, October 15, 2018

1.  The meeting was called to order at pm by President Stan Anderson at 7:03 pm.  The President spoke about the change in our meetings so we can better serve all of our neighborhood councils.

2.  MSP approval of the Minutes from the July 9, 2018 and September 10, 2018 meetings.

3.  Representatives from the following (11) neighborhoods introduced themselves and some gave reports: Castro Heights, Fairmede Hilltop, Laurel Park, Marina Bay, May Valley, North & East, Panhandle Annex, Park Plaza, Pullman, Richmond Annex and Richmond Heights NCs.

4.  Announcements from RNCC PIO: Madalyn Law announced Arbor Day at DirtWorld on October 20, 2018 from 9 to 1pm.  A wine trip with Main St on November 3, 2018 $75.  Community Health Fair at JFK Park on October 20, 2018 from 10 to 2.  October 22nd to the 27th is food week.  The Senior Winter Ball will be December 15 from 6 to 10 pm, $30.00 in advance, and a Senior Scam workshop is coming soon.

5.  Presentations:

1) Michelle Milam presented the (HTF) Homelessness Task Force’s finding since they have been organized.  They have found that approximately 1100 are sleeping outside in CCC.  The County needs 31,000 more affordable housing units to end this issue.  The HTF has made 721 unique contacts with the homeless over the last 12 months.  There is money to be had within the County ($7 million) but finding the most efficient ways to spend it is still up in the air.  DIMO has updated it policies when it comes to homeless encampments and how they take them down.  There are many ideas on how to home them ( Closed school sites, RV parks, tough sheds and other sites) but there is no clear cut answer to this issue.  This is an issue that affects many of the NCs in Richmond.

         2) Marcus Walton presented what is happening with the district maps and how we can be involved.  The three community map workshops will be held 10/22/18 6:30 pm at Riverside School, 10/29/18 6:30 pm at Stiege School and on 10/30/18 10 am at The Latina Center on 38th and Barrett Ave.  There are three draft maps on the website and you can give input online if you cannot make it to a workshop.  On 11/14 they will take the maps to the Board for their choice and then it will go before the County Board for their approval and this all must be done before the end of 2018.

         3) Ariel Mercado is the new BART Government and Community Relations person and he wanted to introduce himself to the NCs with hopes to visit each NC.

6.  City Department Heads/City Official Reports:

Engineering & Capital Improvements: Yader Bermudez/Rob Chelemedos/Dane Rodgers – No one attended this meeting.

City Manager/Community Services: Rochelle Monk – did not attend this meeting.

Mayor’s office: Alex Knox/Irene Perdomo – no one attended this meeting.

      Police Department: Captain Joey Schlemmer, RPD’s newest captain of the Central District introduced himself.  He has been with RPD since 2002 and he will still be in charge of the special events section.  Lt. Terry Mollenbernd gave the RPD report.  Crime is down from Sept. to Oct. 19% and 6% YTD.  They have 9 officer vacancies, 1 dispatcher, 1 cadet, and one crime scene officer.  They are moving the Crime scene techs to civilians as it is more cost effective.  They are asking everyone to join Nixle as a way of finding out what is happening.

DIMO: Tim Higares – did not attend this meeting.

Planning Dept.: Staff – no one attended this meeting.

Fire Department: Adrian Sheppard – did not attend this meeting.

WCCUSD: Marcus Walton – gave a presentation.

7.  Old Business:
2019-2020 RNCC Executive Board Slate: Stan Anderson, Rock Brown, Jan Mignone, Margaret Jordan, Madalyn Law, Garland Ellis, Arto Rinteela, Gilda Harrell, Cesar Zepeda, and one opening.

8.  New Business:
People really liked the candidates forum put on by Fairmede/Hilltop and it would be interesting if every neighborhood had an emergency evacuation plan.  The 23rd Street Halloween walk will be on October 31st and it is a way to bring families back to 23rd Street.  We need more beat officers on patrol.  We have a new City Manager that we need to speak with and get him on our side about much of the changes we would like to see.  We also need a social media presence.
