RNCC Meeting Minutes, June 11, 2018
1. The meeting was called to order at 7:07 pm by President Stan Anderson and at that time he announced that the meeting was being videotaped and being shown live on Facebook. He also talked about the need for Executive Board members and if interested see Garland Ellis.
2. No minutes were approved from the May 14, 2018 meeting.
3. Representatives from the following (15) neighborhoods introduced themselves and some gave reports: Belding/Woods, Castro Heights, Coronado, Fairmede/Hilltop, Greenbriar, Laurel Park, Marina Bay, North & East, Panhandle Annex, Park Plaza, Point Richmond, Richmond Annex, Richmore Village/Metro Square, and Santa Fe neighborhood councils.
4. Announcements from RNCC PIO: Madalyn Law announced Juneteenth at Nichol Park on Saturday, 6/16, National Night Out is 8/7, there is a CodeWorks Summer Program from 7/3 to 8/14 at 450 Civic Center Plaza, Healthy Village on 6/23 from 10 A.M. – 1 P.M. at the park on Macdonald and Harbor Way, Richmond Community Foundation is doing a bid-walk for two of the houses they have completed, the launch of Horizon from MTC, COR Budget Presentation @ City Council, there is an EBT scam going on and for people to be aware, there is an opening on CCC Hazardous Materials Commission, and there will be a 23rd Street Forum on Prostitution on Wednesday, 6/27 from 7 P.M. – 9 P.M. at the Veterans Hall.
5. City Department Heads/City Official Reports:
Engineering & Capital Improvements: Jose and Robert came with Robert Chelemedos and they talked about speeding in the Panhandle, what the paving schedule is for the new fiscal year, places that need new stop signs and speed signs, and they were asked about a roundabout aon Moyers Road and were told to contact Dane Rodgers who is the new Streets Engineer.
City Manager/Community Services: Rochelle Monk is giving a Community Services Overview Presentation
Mayor’s office: Sequoia Erasmus told us about Mayor Butt being at the US Conference of Mayors in Boston and that the Mayor’s Office is looking for more Youth involvement in the City. They are working on a more user friendly noise ordinance that can and they have had the first reading and the second is coming up. They are also working on a Coal Dust Ordinance, a Disposable food ware Ordinance and a plastic Straws Ordinance. The Mayor and staff will be marching in the Juneteenth Parade.
Police Department: LT Tracy Mollenbernd spoke about the crime stats for the month and violent crimes were down 19% in all districts. They are working on Pound the Beat and having more visibility on the streets. They are in the process of their second Citizen’s Academy and will let us know when the next one is happening. They are working hard to get out the message about fireworks with full size signs and posters. They are adding radar in high traffic areas as well. They are adding 3 new officers this month and have 3 in the academy and have also hired 2 new rangers.
DIMO: Tim Higares is giving his end of the year presentation.
Planning Department: Jonelyn Whales brought the Planning Department’s list of projects by neighborhood.
Fire Department: Victor Von Tempo talked about Wildland Season and they will be doing a 3 phase approach. Phase One will begin in June through July, Phase Two will begin in September and Phase Three will begin in December. The City now has a new Fire Marshall and Fire Inspector and they are working in conjunction with the Police Department on 4th of July Safety. They will confiscate any and all fireworks they come across. They are also working with Caltrans & the Railroads to keep the City clear of fire hazards.
WCCUSD: Marcus Walton the School District is now on Summer Vacation but before that happened the DeJean Middle School Band took First Place at Music in the Park. There are Summer Meal Programs going on all around Richmond and they include breakfast, lunch and afternoon snacks. Simone Anderson (a WCCUSD Graduate) is off to UCLA and there will be a public hearing on 6/13 about the ward elections and the boundaries they are looking to have. They are increasing funds and help for the homeless students that go to school at WCCUSD schools.
6. Presentations:
1) Rochelle Monk and the Community Services Staff presented what they all do and where. They talked about the Registration Office where you go for permits, special events and all other permits. They talked about the Summer Camps they put on for those that can afford it and those that need assistance. They have changed the name of DPRC to Developing Persons Resource Center and are changing the way they do things at that facility. They also run the Richmond Auditorium and many Community Centers throughout the City.
2) Tim Higares of DIMO gave us his end of the year report presentation. He started by talking about the Homelessness Task Force and all the work they are doing to help move these people from encampments to homes or shelters. The DIMO is 100% reactive to what happens in the City of Richmond. They do more in the way of cleanups and illegal dumping than the City of San Jose who has about 300,000 more people than Richmond. They did 9 neighborhood cleanups this year and they hauled away 172.4 tons of debris. They have a demolition team that has taken down houses, burned out buildings and much more. They are working on the illegal dump sites throughout the City as well as getting business licenses up to date. They offer to help neighborhoods and groups to cleanup parts of the City by offering pickers and garbage bags and then picking up the garbage bags.
