RNCC Meeting Minutes, September 14, 2009

1.  MEETING CALLED TO ORDER by President Loynd at 7:00 p.m.  CORRECTED

 

2.  SEPTEMBER 14TH AGENDA REVIEW-Approved unanimously.

 

3.  MSP approval of minutes of meeting of July 13th.

 

4.  INTRODUCTIONS & NEIGHBORHOOD REPORTS: Cortez/Stege; Fairmede/Hilltop; Hilltop Village; Laurel Park; May Valley; North & East; Panhandle Annex, Parchester Village; Point Richmond; Pullman; Quail Hill; Richmond Annex; Richmore Village; Santa Fe, and Southwest Annex.

     Sandi Genser-Maack lead discussion on ways neighborhood councils can save money on printing and mailing newsletters.  Many NCs have already implemented changes to cut costs; others agreed to start immediately.

 

5.   REPORTS-CITY OF RICHMOND:

  • PLANNING DEPT. – Lamont Thompson – Call Lori Reese-Brown if have questions about the General Plan: 620-6869.
  • PUBLIC SERVICES: Rich Davidson – campaign to collect old medications to keep people from pouring them down the drain. 412-2009. Davidson will retire at end of year.  Get three bids for lateral sewer repairs; should be about $4,500.  Call City for questions   about bids received, work done, scope of work, list of contractors.  307-8094. Plunge will be finished Dec. 31st.
  • MAYOR’S OFFICE: Marilyn Langlois, speaker.
  • City Manager’s Office: Rochelle Monk, speaker.
  • POLICE DEPT. – Chris Magnus, Chief – new:  two C.O. officers downtown. Two kinds of curfew:  day (keeping kids in school) and night.  Going to City Council for Phase 2 of Shotspotters.    
  • ENVIRONMENTAL MANAGER – Lynne Scarpa – May Valley won Grand Prize for National Night Out for best environmental practices.

 6. PRESENTATIONS:

A.  Guest Trendell Ball on reviving the Chess Club and taking it to the youth.

B.     NC concerns:

·         Richmond Annex, Garland Ellis – planning issues, tobacco initiative, restaurant initiative, not enough people showing up, City Council considering an ordinance regarding massage parlors.

·         Cortez-Stege, Sims Thompson – the General Plan.

·         Pt. Richmond, Peter Minkwitz – use of Community Centers without fees for small   community groups.

·         Southwest Annex, Paul Miao – parolees returning to Richmond, making marijuana legal.

·         Richmond Annex, Jerry Yoshida – the General Plan.

·         Santa Fe, Janie Holland – Richmore Village’s issue with noise and partying at the church.

·         Bea Roberson taking offense at Paul Miao for calling her a marijuana smoker.  Miao apologized.
