RNCC Meeting Minutes, April 13, 2009
1. MEETING CALLED TO ORDER by President Loynd at 7:00 p.m.
2. Addition of 2 items to published agenda under new business: report on meeting re Skate Park at Nicholl Park; report on proposed Fire Dept. consolidation between cities and county.
3. MSP approval of minutes of meeting of March 9th Approved unanimously.
4. Neighborhood Reports and introductions: Carriage Hills North, Castro Heights (name is wrong on letterhead and is not currently a member); Cortez/Stege; Downtown Association; Fairmede/Hilltop; Greenbriar; Hilltop Village; may Valley; North & East; Panhandle Annex; Point Richmond; Pullman; Quail Hill; Richmond Annex; Richmore Village, and Southwest Annex.
5. NEIGHBORHOOD REPORTS: Carriage Hills North, Fairmede/Hilltop, Iron Triangle, Laurel Park, May Valley, North & East, Panhandle Annex, Parchester Village, Point Richmond, Pullman, Quail Hill, Richmond Annex, Richmond Heights, Santa Fe.
6. REPORTS-CITY OF RICHMOND:
- PLANNING DEPARTMENT: LAMONT THOMPSON – Moving back to City Hall, 2nd Floor.
- PUBLIC WORKS: RICH DAVIDSON; Discussed lighting on San Pablo Avenue from El Cerrito to City of San Pablo – try to make it match; 3 dumping sites; Bldg. Dept. in charge of road grading; Engineering and Bldg. Regulations also moving to 2nd floor of City Hall. New item in operations budget (2009 – 2010) = Traffic Safety Improvements. Will survey NCs; take top 3 concerns, hire a consultant and create a pro-active traffic plan.
- MAYOR’S OFFICE: MARILYN LANGLOIS – Upcoming events.
- CITY MANAGER’S OFFICE: ROCHELLE MONK, Community Affairs Coordinator – moving to City Hall, so please submit newsletters next week (week of April 20) and use City P.O. Box address until May. City Council will move in June.
- POLICE DEPT.: CHIEF MAGNUS, Annual Report. RPD Centennial celebration on Saturday, May 16th, 11:00 to noon. Next OBAT on June 13th in Coronado. Easter egg hunt at Nevin Park had 175 kids.
- ENVIRONMENTAL MNGR.: Lynne Scarpa – Handle waste so it doesn’t end up in creeks. What to do with your old TVs after June 12th.

7. PRESENTATIONS:
- CA Youth Energy Services – Alexander Cotton. Rising Sun Energy Center, Berkeley. Free service: get bulbs, showerheads, and they employ local youth. Wants to visit NCs to sign up homes to visit.
- Youthworks – Jay Leonhardy – Hopes to employ 500 youths this summer; largest program per capita in California.
- General Plan – Lori Reese-Brown, no show, no message.
8. ANNOUNCEMENTS – PIO Williams-No announcements.
9. NEW BUSINESS:
- Genser-Maack report on Skate Park meeting.
- Loynd report on proposal to consolidate Fire services throughout county.
- Holland passed out copy of Refreshment list.
