RNCC Meeting Minutes, March 9, 2009
1. Meeting called to order at 7:05 p.m. by President Loynd: Passed out list of Neighborhood Council contact information, asked representatives to make corrections as needed.
2. Announced changes in agenda.
3. MSP minutes of February 9th meeting.
4. Introductions/Neighborhood reports.
5. Reports from City Departments:
· PUBLIC SERVICES: Jenny Oorbeck, speaker: Handed out charts showing what goes in Green Waste cans and what doesn’t; what goes in recycling cans, what doesn’t.
- MAYOR’S OFFICE: Marilyn Langlois, speaker; Report on Women’s Day celebration; upcoming events.
- CITY MANAGER’S OFFICE: Rochelle Monk/LaShonda Wilson. Bulk mail address labels must now say something like “or resident.”
- POLICE DEPT. Chief Chris Magnus/Trish Aljoe, City Attorney.
· Burglary up 35% — preventable. Other crime down 9%.
· County proposing 40% cut in D.A.’s office to save money. We should all be aware that this would mean that many crimes would not be prosecuted.
· Shotspotters are being installed in south and central Richmond. Each covers 3 ½ miles. Identifies where shots are fired by sound waves.
· There has been more drug house abatement and prosecution; more prostitute and gang injunctions.
· There will be no cuts in police staffing. Stimulus money could bring as many as 20 additional officers.
- ENVIRONMENT DEPT. – Lynne Scarpa
· If must use pesticide when gardening, use amount as directed. More is not better. Use slow-release fertilizers and composting. Don’t over water. Her department is sending article to NC newsletters.
6. PRESENTATIONS: Red Cross – Phil Machell
· Working with faith-based groups in North Richmond to put on simulated disaster and has 1-hour class on disaster preparedness. Will speak to groups.
· Richmond’s Year of the Plunge – David Vincent
7. EXECUTIVE BOARD: PIO Williams – list of upcoming events
8. OLD BUSINESS:
· General Plan – Yoshida
· NUSA Conference in May – Schmidt, Christian, Roberson
9. NEW BUSINESS:
· RNCC Board recommended that RNCC spend $250 on a brick at PAL. Vote for with 1 No, 1 Abstention.
· Miao – Suggestion that RNCC sponsor a forum to discuss proposed bill to legalize marijuana. Sent to Board for proposal.
