1. MEETING CALLED TO ORDER by President Graham at 7:00 p.m.

3. OCTOBER 20TH AGENDA REVIEW-Approved unanimously.

4.  MINUTES of of September 8th, 2008 General Meeting-Approved unanimously.

5. NEIGHBORHOOD REPORTS: Carriage Hills North, Fairmede/Hilltop, Iron Triangle, Laurel Park, May Valley, North & East, Panhandle Annex, Parchester Village, Point Richmond, Pullman, Quail Hill, Richmond Annex, Richmond Heights, Santa Fe.

NOMINATING COMMITTEE SLATE PRESENTED FOR THE 2009 BOARD: Nominees: Eleanor Loynd, President; Don Woodrow, Vice President; Bea Roberson,Treasurer; Paul Miao, Corresponding Secretary; Sandi Genser-Maack, Recording Secretary; George Schmidt, Sergeant-At-Arms; Public Information Officer (PIO), Naomi Williams; Directors-At-Large, Janie Holland, Pam Wimberly, Jim Jenkins.

7. CITY OF RICHMOND:

  • PUBLIC SERVICES: Rich Davidson, speaker
    Discussed street curbs and gutters-currently in process of repairs throughout the City.
  • MAYOR’S OFFICE: Marilyn Langlois, speaker.
    Meet with the Mayor session handout provided with upcoming holiday schedule. Announced 5th Annual Youth Stopping Violence Summit.
    RYSE Grand Opening.
    International Woman’s Day in March.
  • CITY MANAGER’S OFFICE: Rochelle Monk, speaker
    6,000 Graffiti tags removed since Program’s inception, 121 volunteers; November 8, next Cleanup Day.
    Provided new Bulk Mail instructions.
    Special Events Application now ready and in circulation.

POLICE DEPT. Chief Magnus, Tim Higares speakers.
No recent homicides. Biggest improvement in armed robberies and general crime is the Iron Triangle.
Gang Task Force getting good results; indictments are in the works.
Introduction of new Code Enforcement Manager, Tim Higares.
Announcement of 3 Code Enforcement enhancements to the City Ordinance scheduled for the 10/21/08 City Council Agenda.

WEST CONTRA COUNTY SCHOOL DISTRICT: Dr. Bruce Harter, speaker.
Discussion of Measure D on upcoming November 4th ballot.

8. PRESENTATIONS:
Campus Bay Project, Tom Kambe, Ed Moeser, presenters
Update on the site development of Campus Bay. Willing to come to Neighborhood Councils for presentations on the project.

9. EXECUTIVE BOARD: No reports.

10. OLD BUSINESS: KCRT Candidates Forum report and acknowledgement from George Schmidt.

11. NEW BUSINESS: RNCC Year End Meeting/Party on December 8, 2008, 6:00 p.m. Richmond Recreation Complex, 3230 Macdonald. Catering by Snazz Enterprises. Invitation Flyer-Treasurer Roberson, Booking of event-Rec. Secretary Jenkins.
